@ 14 mins, wouldn't "inter-exchange spreads" be price differences between exchanges? E.g. lots of buying on one exchange , driving the price higher than other exchanges

Vijay is brilliant, DEFINITELY worth following on Twitter! By "large inter-exchange spreads", he's not referring to spread between buy and sell prices, but rather to differences in price between exchanges (at least I think he is).
