Is Onchain having an ICO?

Just a question regarding Neo being undivisable. It seems a lot of people have lost Neo since its release due to a variety of reasons which is slowly reducing the circulating supply. This is a problem with crypto in general but really since most other coins are divisible its not as crucial as it is for Neo. As we know, Neo is a governing coin and more of a share than a currency. If there are less and less Neo in circulation you have less and less people governing Neo. It just seems to me that the longevity of Neo is at stake with this issue. I can't find an answer to this question anywhere so It makes me wonder if I'm missing something really obvious?
Hey Brad: I just got back from Blockcon in LA. I asked folks over there what they thought about NEO. And from what I gathered, many of the Devs think that NEO has gotten stale. Basically it kicked off well before ETH, yet, it doesn't have nearly the activity around it and they haven't released much new in a while. What are your counter arguments to that sentiment?
