Normally I would say these charges are complete bullshit but since etherdelta traded what the SEC would call, security tokens and Zachary Coburn appears to live in Chicago, the SEC essentially can charge him. However airdrops appear to be the new funding model for a lot of projects and other decentralized exchanges are most likely outside of the SEC jurisdiction, so I would think this shouldn't be a big issue going forward.
